Third RAAF F-35 Makes First Flight

Photographer Carl Richards captured these images of A35-003 taking off on its first flight, from Naval Air Station Joint Reserve Base Fort Worth, on December 1. The aircraft is due to be delivered to Luke Air Force Base, Arizona in early 2018 to be used for pilot and maintainer training, before being permanently relocated to Australia in 2020. A35-003, known to its manufacturer Lockheed Martin as AU-3, had its RAAF markings, including its 3 Squadron tail flashes, applied in early November, the final phase of the aircraft’s production process. 3 Squadron is due to become the first RAAF F-35 operational unit. Anggaran Jet Tempur Siluman Tunda Raker Komisi I DPR

RAPAT kerja Komisi I DPR dengan Menteri Pertahanan Ryamizard Ryacudu dan Pang­lima TNI Jenderal Gatot Nurmantyo yang sedianya membahas persoalan anggaran, kemarin, belum tuntas. Rapat pun dilanjutkan hari ini.

Demikian penjelasan Ketua Komisi I DPR Abdul Kharis Almasyhari kepada Media ­Indonesia, kemarin. Abdul yang bertindak ­sebagai pimpinan rapat enggan membeberkan detail alasan kenapa rapat yang berlangsung tertutup itu memerlukan waktu tambahan.

“Ya, karena belum rampung makanya besok dilanjutkan. Nah, besok itu rapat kita lanjutkan dengan Menteri Keuangan dan Bappenas yang kebetulan ada di Komisi XI maka kita manfaatkan sekalian,” ujarnya.

Pendapat berbeda dikatakan anggota Komisi I DPR Bobby Adhityo Rizaldi. Menurutnya, rapat perlu dilanjutkan karena adanya permintaan anggaran Rp1,85 triliun dari Kementerian Pertahanan untuk proyek pengembangan jet tempur KFX/IFX.

“Dalam rapat disampaikan bahwa masih banyak program prioritas TNI lain di lima unit organisasi lain, sehingga Kemenhan disarankan berkoordinasi dulu dengan ­Kemenkeu agar kiranya program tersebut bisa dimasukan di alokasi anggaran umum lain,” tutur Bobby.

Jet tempur canggih KFX/IFX adalah pesawat semi siluman generasi 4,5 yang dikembangkan Korea Selatan dan Indonesia. Bobby menilai proyek tersebut masih dalam fase engineering manufacture development (EMD) atau masih sangat lama untuk proses produksinya.

Tidak hanya itu, Komisi I juga memperta­nyakan beberapa hal yang dianggap masih memerlukan koordinasi terkait alih teknologi dengan negara-negara Eropa selain Amerika Serikat, khususnya untuk 4 teknologi utama di dalam pesawat tempur KFX/IFX. Misalnya, radar electronically scanned array (AESA), infrared search and track (IRST), electronic optics targeting pod (EOTGP), dan pengacak frekuensi radio.

“Hal-hal seperti ini perlu dipertimbangkan agar jangan seperti proyek satelit yang bernilai triliunan dan sudah disetujui bersama DPR, ternyata tidak bisa dijalankan, malah Kemenhan dituntut ke arbitrase internasional,” kata Bobby.

Panglima TNI Jenderal Gatot Nurmantyo dan Menhan Ryamizard Ryacudu pun ­hanya menjawab diplomatis ketika disinggung awak media perihal alasan rapat dilanjutkan besok. “Cut dulu, besok dilanjutkan. Kita akan rapat dengan Menteri Keuangan, jadi belum disimpulkan,” pungkas Gatot.
